Should I Install the following updates?

I installed a fresh new windows 7 on a machine (32 bit).

This machine is mainly used offline.

I dont want to install the Melt/Spectdown updated/mitigations as they will reduce the performamce of my computer.

1-Are the mitigations available for win7 x86?

2-Are they enabled by default?

3-Do you know the updates (KB....) that I should avoid?

4-Are the following updated safe to install?

Is it currently up to date to January 2020 or later?

It's another old machine.

I followed your tutorial "Updating fresh install of Windows 7 in 2020?". I just need to know if I should install kb4038777 and kb4519976 or if I can skip these updates.

I dont want to install Melt/Spectdown updated/mitigations.

KB4038777 is the September 2017 security monthly quality rollup.

If Windows 7 Ultimate SP1 32-bit in your other old machine has been brought up to date to January 2020 or later, there's no need to install those 2 outdated updates.
