Shutdown and install updates taking 10 hours (+screen not updating)

After not using this Windows installation for a few months, I decided to boot it again and had some (probably unrelated) trouble:
Only UEFI startup works. Normal booting results in this error: An error occurred while attempting to read the boot configuration data. File: \BOOT\BCD Status: 0xc000000e.

I also had to remove my (upgraded) graphics card since the motherboard does not support it (can't enable UEFI booting with the card installed).
To use the integrated graphics output, I had to unscrew the plastic cover of the motherboard VGA port.

Approximately 12 hours ago I started installing updates. Two hours after that I decided to install updates and then shutdown. Seconds after clicking on that entry in the start menu, the screen froze.
10 hours later, the yellow ethernet activity LED is still blinking. However, the internet monitor of my router measures only very little downstream and upstream traffic.

Is it safe to turn off the PC?

In my opinion, it might be helpful to reboot it since some of the updates probably require a reboot to install.

In regards to your GPU, you might follow the advice here-

Can't boot with UEFI enabled in bios | TechPowerUp Forums

although the subject there deals with a AMD GPU. I don't know where to get the files for flashing a NVIDIA card.

I have restarted the PC and installed additional updates. A few updates still fail to install (will look into those later).

And by now I cannot boot with the GPU at all (UEFI/legacy). It always displays a blinking cursor (underscore) after beeping twice. I'll use my old GPU for now.

I don't know. After a reboot, which I assume he did using the restart button, not a shutdown, his updates installed and he was able to install more. He can correct me if I'm wrong. There's still a few stubborn ones that he's going to investigate. The Installation section of the forum is full of threads related to failure of some updates to install.
