I am getting 55mhz in normal mode, but 343mhz in safe mode and all hardware is up to Gigabit standards. Any one have knowledge of why?

Classic example of a DLL, driver, some process or what ever running in the background that's consuming resources. You don't see it in Safe Mode because its not executed in that mode.

Couple of simple things to do off the bat:

1) In normal boot mode run Task Manager and under the Processes tab keep clicking the CPU tab to organize processes for high to low CPU usage. Which one is using more of the CPU? Ignore System Idle process. To get into Task Manager just right click the taskbar below and select Task Manager. Or you can press and hold Ctrl + Alt and hit the Delete key.

2) Run Autoruns, go to File and save the ARN file. Zip that ARN file and upload here. I'll have a look at it. DO NOT mess with anything in Autoruns unless you know what you're doing. If you think it needs to be off, uninstalled, etc and don't really know what that is or any possible issues then don't do it.

The other possibility here is malware/Adware.

The PC has 2 LAN or Nic cards, 1 Nvidia 10/100 mhz disabled onboard, and 1 Realtek Family 10/100/1Gig enabled PCI just installed etc. This PC has been getting much slower speeds than my main PC. But in safe mode it gets upwards of 343mhz, so was thinking something was loading on normal that is throttling or blocking the Gigabit speed. Have checked properties everything looks right. Checked Task manager nothing is using an abnormal amount of processor, no malware or viruses, and nothing odd in Autoruns. Will try and get the ARN file.

Have been trying to upload .arn file , but getting Invalid file error, will keep trying. There is no VPN or anything out of the ordinary so far, nor anything using a major amount of processor resources. Nothing weird in the autoruns, just the usual HP, Nvidia, Logitech, Google, that think you have to have their stuff running all the time. I think they have the better monitors than we can get.

I don't believe .arn files are permitted to be uploaded to SevenForums. Being that there was a recent change to this website and change to the upload window, I don't see the permissible files or sizes located anywhere unfortunately. Quite often links have to be utilized for us to have access. I use OneDrive or Google Drive pretty much exclusively. Or the copy and paste method.

I can see and appreciate all the info I am reading here. Most of the paths I have gone to have been about the 2 nic cards on this PC , onboard Nvidia 10/100 mhz and a Realtek Family Gigabit card. We thought the Nvidia card was throttling the Realtek, but found nothing to prove that. I did go to Autorun by way of Sysinternals and checked everything there, didn't see anything unusual. Not sure where to look next. It is unsettling to watch how most IPs are promoting more people to stream even when that depletes the bandwidth available to the rest of us.
