slow ram

so i got this new board and ram and am having trouble getting the ram where it should be running the p/n for the ram is OCZ3P2000LV4GK. this ram is made by the same people my old ram that was ddr2 1066 @ 1040 pulling 21mb/sec in winsat mem test also was getting a 7.8 wei score.. this stuff is only getting 14.5 mb/s any ideas/ suggestions?

Is there a difference in the timings from the old RAM. Namely latency.

yeah the ddr2 was 5-5-5-15

based on what I've read on here, lower the latency, higher the transfer rate. The only thing that would speed it up is OCing it, which I would go talk the guys in the overclocking section about it. I've never done it, and this is the first time I have ever even recommended it.
