Slow Taskbar Clock on Dell Optiplex 960

I just installed Windows 7 RC Build 7100 32-bit version on 2 brand new right out of the box Dell Optiplex 960. This was a fresh install not an upgrade. The setup ran just fine. Windows boots up and runs but is sluggish and sometimes I have to wait for things to open. Such as running solitaire it is slow to deal the cards and even stops briefly.

I also tried the 64-bit version but receive an error during the boot from DVD. Status 0xC00000e9. Info: An unexpected I/O error has occurred.

The cpu and memory usage are not high at all. I have also noticed that the time on the taskbar is running very slow. It takes about 45-50 seconds for one second of time to pass.

I am wondering if maybe there is a driver issue with the machines. I have installed the Windows 7 video driver from the ATI site. I am not sure where to find a chipset driver for this computer. There are no red X's or other problems in the device manager.

Any help would be appreciated.

Computer specs.

I'm having a similar issue on my current rig. Standard procedure seems to be first trying to replace the CMOS battery. It didn't work for me, but it's any easy issue to check. Above and beyond that I am personally planning on just tossing it up to a conflict MS has yet to resolve with specific hardware/BIOS settings.

Oh, and I am able to install both 32 and 64bit versions, although both are running slowly (clock and tasks), but I am unable to install Vista as it crashes during install. We possibly have the similar root issues. Install build 7600 gave me drastic improvements, although still slow, over other builds.

Oh btw, if you toss you system specs into the frame in the User CP you won't have to type it out each time :)
