Snipping tool has delayed opening and looses pen and highlighter feat.

A couple months ago I ran windows updates to my PC and the snipping tool started acting up. The first time I launch it everything is normal. If you close the tool, then reopen it, it takes approx. 30 seconds to open and the pen and highlighter no longer work. I cannot find which update caused this.

I have tried opening in safe mode and the issue goes away. I have also tried different UAC settings. I have run sfc scans and tried finding the issue in proc monitor, but nothing is sticking out. Anyone else seen this or have a fix? Thanks

See if a clean startup helps you find a conflict causing the problem.

As far as I know, once you make changes such as highlight you must save before you close Snipping Tool. If you don't save all your changes will be gone.
