SPP service terminates unexpectedly just after starting laptop?

My Acer - Aspire 5738 came with Win 7, SP1 was installed at the time of its release. Thereafter, all Windows Updates were installed from time to time. I have Emsisoft Internet Security malware (used in Europe) installed since January 2016. Kept installing all it's released updates and ran full scan to make sure that PC is UNINFECTED!

Surprisingly, this laptop got infected while watching YouTube for couple of hours in April this year. Afterward, I had to go out of state for a while, and left Aspire at home.

On my return, I cleaned my PC using Free version from Ccleaner.com and removed all malwares using Free version from Malwarebytes.com. But I couldn't download either Windows updates OR Emsisoft updates.

One of my friends suggested to check if all System Services are running. In services dialog, checked every single service listed in there. Some services were STOPPED. Right clicked these services and started most of them. Also, I was able to start a couple of services by configuring using Properties dialog.

But I was unable to start Software Protection Service using Automatic (Delayed) option on Network Service. I feel frustrated and confused!

Can anyone help me resolving above issue related to SPP svc.? All kinds of ideas/suggestions are welcomed!!!

SPP Service =

The SPP Notification Service (sppuinotify) provides activation and notification for software licensing.

I would start with checking the Date, Time, and Time Zone in the bios.
Then checking the Windows 7 Date and Time.

Sometimes when a computer sits for a long time the time setting are not correct.

The suggestion to simply start each and every service in Windows has no relationship at all with a possible virus infection, but most important, it has no technical basis at all. In a normal computer, some services are escential, some are useless and most of them depends on what do you use the computer for. Blindly enabling them all achieves no purpose, and in some cases expose your computer to security risks from services that must be always disabled.

Some others also don't stay permanently running, but just run a few seconds, then stop, and that's normal. Trying to enable it will simply result in the service stopping itself afterwards. It's important to understand what you're doing when dealing with services. It's a terrible advise to run them all without thinking.
There is no problem at all in having most of them stopped. In fact, for a variety of reasons, the less services and programs running, the better.
There is no problem and much less any "gravity" in that situation.

On another topic, you mention a virus infection. Have you confirmed that it was, in fact, a malware attack? If so, then you have a much serious problem in hands. Have you reformated the computer afterwards? That's the ONLY way to ensure it's really clean and safe to ever use again. Antiviruses are simply too unreliable, and malware too advanced (generally speaking, but there are of course exceptions) to trust the computer again without a clean install after a confirmed infection.

Make sure these two updates are installed KB3020369 & KB3172605 if not install them in that order.
To avoid them hanging stop the windows update service before attempting to manually install them.

After they are installed
Use Option 3 here to reset the updates components
