Start Up + random programs stopped working

Hi,

Today, I opened my PC and as soon as I logged on, Catalyst Control Center: Monitoring program, Windows Desktop Gadgets, ButtonMonitor and OOTag stopped working, all at the same time. I ignored it but the weird thing is there's a new option I've never seen before called ''Debug the program'' but it says No registered JIT debugger [...].

Anyhow, I went and tried to open a game, it immediately, without even trying to load the game itself, say '' 'X' is not responding''.
I tried opening Events Viewer to see what I could have done, but it also crashes and say Microsoft Management Console has stopped working.

I opened system restore to see what points there were and I noticed windows updates' at around 5 am, I do not even recall having updating something.

So, I update my graphic card (which it was already), I then looked through my updates and update to Windows 7 service pack 1 a few hours ago + windows 7 x64 based updates. Restarted my PC, nothing changed.

Any idea on what might be the issue? It really happened randomly, I did nothing unusual before opening my PC for the first time today, it's plain random. I even tried the repair windows update when you boot it with F8, didn't work, my Anti-virus, NOD32 ESET 5 didn't capture any malware. I downloaded SuperAntispyware, I did a complete scan 3 times, all I got was cookies, no malwares whatsoever. Also, I fixed all my registry issues with CCleaner. I re-formated my PC about 3 weeks or a month, so it's quite new.

Not quite sure which category it goes so I put it in general.

Do it twice more. Rebooting each time. That should fix most anything wrong there. How far back do your restore points go?

I rebooted three times, it doesn't seem to have solved anything.
I updated my Windows 7 SP 1 right after my issue began, thinking it would fix the issue so my restore points went to when I installed Win7 SP and deleted the rest.
Also, here's the details of some of the crashes if it can help.

*I don't know if it makes sense or can help but the fault module name is always : mscorwks.dll which seems to be related to .NET framework, I'll try to re-update it and see what happens.*

Updating .NET framework and Microsoft Visual didn't work.

After browsing for .NET framework crashes on google...I think it might be the problem. But now..,how do I fix it?

Also, I went through my update history and saw that there were a couple of updates that included .NET framework on the day of the issue...I'll try to system restore to the earliest point (even though at that point, the issue was still there).

When Win7 becomes unbootable after Updates the solution is to System Restore to before the Updates.

Why would you go and only look at your Resore Points? Hello? Did you wave?

What? I didn't get the last sentence.

And as I said, all my restore points were deleted after I updated to Win7 SP 1, which I updated a couple of hours after my issues.

I am almost sure, actually I'm positive that a windows update that had to do with .NET Framework caused this issue...and by the way, I restored my PC to when I updated to Win7 SP 1 but during the process it said ''Failure configuring Windows Updates Reverting changes Do not turn off your computer'' yet...it said it successfully restored windows when it rebooted after this message....BUT! Now whenever I try to open System Restore, it says ''System Restore does not appear to be functioning correctly on this system. [...]''

It just gets worst...and I really do not want to re-format as I did it only 3 weeks ago.

Also, I'll try to play in the System Recovery Options following the links you provided me with. I'll come back with news to see how it worked out.

Why would you be installing SP1 if you just reinstalled? Use the latest official Installer with SP1 and Media Refresh (thousands of extra drivers) during any reinstall.

Compare the reinstall you did 3 weeks ago with these same steps to get a perfect Clean Reinstall - Factory OEM Windows 7. If it varied by much I would do it over using only the tools and methods given which will assure you get and keep a perfect install as long as you stick with them
 
I've tried the options in the System Recovery Options (F8)....I got 3 errors, rebooting about 4 times total.

First one, I was trying to System Restore to when I updated my Win7 SP 1.. ''E:'' is a CD filled with photos, it's been in my PC since the re-format..I doubt it would be the cause and why would it even try to change something in ''E:'';

System Restore failed to extract the file (E:\ProgramFiles\ATI\CIM\Bin64\Setup.exe) from the restore point.
The restore point was damaged or was deleted during the restore.


Second one, trying to use Startup Repair (I even rebooted and unplugged my headset and all my USB except what's essential) ;

If you have recently attached a device to this [...] player, remove it and restart your computer. If you [...] contact your system administrator or computer manufacturer.

Trying to restore to another restore point, even though it says it successfully restored, it shows an error ;

[...] error during System Restore. (0x800700b7)


I know how re-formated to factory default...the only thing is that I don't want to re-install alllllll the updates of windows a second time...is there anyway to import all the windows update so I can re-install them directly afterwards or atleast is there a downloadable pack of all of the updates?

And also, it would be nice, on a software developer's point of to actually know how to handle these issues and know how to fix them.

Reboot as the restore sometimes works even if it says it doesn't. Then try it again.

Keep running startup Repair up to 3 separate times with reboots.

What are the AV scan results? Were you able to get into Safe Mode to run Malwarebytes scan?

3. The scans show that I don't have any malwares, I didn't do much since I re-formated 3 weeks ago, also, I'll try running the scan in safe mode now, brb.
