Starting a new Backup Set

I apologize if this has been covered elsewhere.
How does Windows 7 Backup decide when to start a new Backup Set? I see my past Backup Sets each contain only 2 "Backup Files ..." folders. Based on the file size, the first appears to be a base (full) backup and the second is incremental.

From Microsoft, it states that Windows Backup will periodically create a new backup (backup set), but it doesn't state how that is determined.

If you like, you could use the shortcut below as needed to create a new backup that'll have a new backup set.
