Steam crashes when opened

When i try to open steam i get the windows "Steam has stopped working". I have reinstalled steam many times, reformated, everything, yet i still get the same error.

Hmmm, did you download steam from the website or a disk?
I decided to download it from the website and everything went okay.

Download the newest installer from the steam website and run it as an administrator, if the problem continues then there is another program causing the issue run a malware program and antivirus to make sure your system is clean and also run the windows update.

OK updated specs and will try to run as administrator.
