Strange renaming folder problem

When I create a new folder at the root of the C: or D: drive on the navigation pane, I cannot name it more than 3 characters. The 4th character causes it to revert to the first character only.

I can rename the same folder in the right pane and it sticks.

I can also create or rename a folder at the C: or D: using a command window (run cmd)

But using the Windows Explorer always the strange 3 character limit. I have no idea what is causing it.

Has anyone else experienced this
