Suggestions For A Good 2D Video Card

Looking for a good, "fast" video card for 2D. Would like DVI and HDMI outs.

there's very little difference in 2D performance these days.

another good feature to look for is passive cooling via a heatsink, rather than a noisy old fan.

Budget is pretty wide open, but I'm sort of a price/performance type.
The reason for the question is I understand ATI and NVIDIA focus on 3D while 2D performance has been left to rot. Kind of understandable since games like
3D performance. I didn't know if some of the "older" cards, say some issued prior to the gaming craze, have better 2D performance than the newest cards.
