Suspisious Popup claiming to be "Download Manager"

After updating the website CCleaner, I started getting a POPUP appearing to be an update to Windows Download Manager. It actually looked like a small window that appears when you update Internet Explorer. I am not very computer saavy but I know when something doesn't feel right. When I did a little more investigating (ie Terms and Conditions) it implied that the rules and regs apply in Israel. Needless to say I did not download the info. I simply clicked the red X to make it go away. But now it keeps popping up when I sign back on after a short break.
Can someone please tell me how to make it go away for good? Its titled as "Internet Download Manager2" .Thanks for any help you can give me.

Try as I may, I could not get a screen shot. I do however have the URLs attached to this popup window. I'm trying to make as much sense as anyone with little or no knowledge of computers. I hope you can help me with what info I am providing you. MSINFO32:
