I looked & do have Update KB3138612 installed as mentioned in the link, however it was installed a couple days after I had the problem in March 2016.
I have settings to notify me about Updates, not to automatically D/L them. However after I did D/L & install them in March the CPU usage dropped down to 1-2%. FWIW "wuauserv" never appeared in Task Manager but I saw it in Resource Monitor & it was using 25% of the CPU. Even though I'm only being notified about the Updates it still caused high CPU usage for some reason.
I don't recall if was April or May but there was high CPU usage again, and Resource Monitor indicated it was "wuauserv". So I manually D/L and installed the updates & the CPU usage dropped to 1-2%. Could the CPU usage increase just because Microsoft is trying to "force" an update even though it won't go through because Windows is blocking it?
