System Restore stuck at initializing

While trying to do a system restore on my Dell Inspirion N5010 it has been at initializing screen for an hour. The little "wheel" is spinning but nothing is happening. I tried shutting off and tapping F8 but still nothing changes.

Hello and welcome Dragon so you cannot get into safe mode even? - just to be sure that is what you are trying to do.

Couldn't get to anything so called Dell. They helped me out. Thanks for trying.:D:D
