Taskbar issue

I have firefox and chrome pinned to my taskbar. Most of the time, they open when I click on them. However, every couple of weeks when I first turn on my computer I have the same problem. I'll click on the firefox icon on the taskbar on the bottom of my screen, and it will highlight but the little circle doesn't appear and the highlight just fades away without opening the browser. If I try to restart my desktop PC after that happens, the icons all go away but the computer won't shut off until I turn it off with the button on the tower. Once I get it restarted, everything works until the problem occurs again a couple of weeks later. I just had virus removal done, but the same thing happened this morning. Any thoughts? Thanks.
