Taskbar & Menu Color Won't Change (Windows 7)

It was once I download Oovoo, my taskbar and menu color wouldn't change according to the themes I changed. Once I click Windows Color, it appears Window Color and Appearance


and not this

anymore. It used to be this.

Now my taskbar and menu color is always staying the boring old blue color. So how can I get back to the old one?
