Taskbar notification customization doesn't stick

I've customized the Taskbar Notification Area innumerable times. The problem is I'll set certain icons to "Show icon and notifications", but a short time later they've reverted to "Only show notifications". Is there a way to get the customization to remain as I've set it, despite reboots, program launches and closings, etc.?

Some more information to clarify/bound the problem. A specific icon is one that should be displayed whenever a macro launched by the software utility Macro Express Pro is running. I set the icon to "Show icon and notifications". Whenever I do so I get the message "This notification icon is not currently active. It will be shown the next time it becomes active." So the next time I run a macro the icon shows in the Notification Area as I've set it. This works for a while but after a reboot and perhaps at other unknown times the icon behavior will revert to "Only show notifications".

Is there some way of locking the customization so it won't change without user intervention? If not, is there a file or Registry item that could be changed that would set the icon behavior as if I'd gone through the manual process of re-customizing it?
