Solved Taskbar shortcuts not working at startup

As much as I have researched this I haven't come up with an answer. At startup all icons in taskbar will not work including start button. I have to do a control-alt-delete and get the menu, then I click cancel and they work. I don't have any new software, I have already tried deleting explorer.exe and adding new explorer. I cannot do a system restore back to the day this first started. I do not have the OS with me to reload (on vacation out of town), I have done a check disc also.

Don't try deleting and recopying explorer.exe -- unless techs in here indicate otherwise.
Tweaking.com's Windows Repair (All in One) just might work for you -- leave the default checkmarks as you find them. Perhaps consider checkmarking items 23 [if not checked already], items 26 & 27.

Are you running Kaspersky by any chance?

I found a page with several people with this issue. One claims it disappeared when he updated Kaspersky AV.

Edit: reading further down the page it seems the locus of the problem was logitech mice.. perhaps triggered by a Windows update.

I do not have a Logitech mouse but I have a gearhead mouse, I disconnected the mouse. I first checked some registry settings and found files missing and corrupt, I ran the tweaking.com all-in-one in safe mode and it repaired those files. SO far so good.

The mouse is the culprit, I created a restore point and plugged in the wireless mouse and my problem came back. I did a system restore and now back to normal.
