Solved Taskbar tooltip keeps on blinking

can anybody please help. I'm wondering what could be the cause of this weird blinking of the tool tip on my task bar when I hover the pointer over the drop down arrow.

Hi mike, i can't capture the blinking tooltip with just a screenshot. I recorded my screen while I hovered my the pointer over the drop-down arrow @ the taskbar. how can I upload a video?

I just wanted to see where you are on the screen, no need for a video, ( although it wouldn't hurt, maybe somebody else knows immediately what the problem is and how to cure it if they see a video).

Anyway, I have seen these "blinking tooltips" before. In one case it was because an "optimiser" program had reduced all delays to 10 ms. The pop-up just kept on blinking as a result. In the other case it was a "tooltip modifier" that somehow made the tooltip "repeat".

I don't know whether either of those things is actually responsible for your problem.

Why I asked for a screenshot, is because I am not sure where you are hovering, or what you are hovering on.

this part with the colored mark, this keeps blinking. i dont know about any tooltip modifier or any optimiser that was installed in my laptop. No other person used my laptop, and Im very wary about any program in my laptop.

OK. It seems that is a bug which has still to be addressed. There is no fix for it. The bug has been reported to Microsoft, and has been reproduced by a number of users, but they have no fix for it at present.

There are a lot of people with the same issue, and there is other info on the net, but no fix that I am aware of.
