Hi sijon,

[1] Please download and install the Servicing stack update for Windows 7 SP1 and Windows Server 2008 R2 SP1: October 9, 2018 as posted here => SSU [Servicing Stack Update].

Microsoft Catalog Download => SSU [Service Stack Update] KB3177467.

Run WU [Windows Update] again.

If you are still having problems, then do the below.

[2] Run SURT [System Update Readiness Tool], please follow my instructions below!

SURT

SURT [System Update Readiness Tool] is a self-installing utility that executes when you install it. It is used because of an inconsistency found in the Windows servicing store that may prevent the successful installation of updates, service packs, and software. It checks for these inconsistencies [integrity] and tries to fix any issues found. It supports all versions of Windows 7 SP1. When SURT is run, it will create two log files, CheckSUR.log and CheckSUR.persist.log, both in the temporary folder C:\Windows\Logs\CBS.

SURT downloaded => System Update Readiness Tool for Windows 7 (KB947821) [October 2014].

[1] Install SURT [it will automatically run on installation and may take about 15 minutes or so to complete].
[2] Post the log: C:\Windows\Logs\CBS\ CBS.log.
[3] Post the log: C:\Windows\Logs\CBS\ CheckSUR.log.
[4] Post the log: C:\Windows\ WindowsUpdate.log.

SUGGESTION: It is advisable to turn off the power options for sleep etc while this is running because it could take a while.

I am sure that someone will be able to look at the logs and give you an answer.

If this fails to resolve the problem, then an alternative solution could possibly be a repair install. We can cover this in more detail later including the procedure used.

Thank you for all help so far. I have been looking at what has to be done in the next step. I will take a pause and think of different ways to proceed.

I do not know how dangerous it would be to leave the system as it is with several security updates missing.

You can of course wait until the January 2019 Security Monthly Quality Rollup is released and see if that installs. It is entirely upto you!

wusa.exe C:\Downloads\Windows6.0-KB4471318-x64.msu /quiet [yes, there are two spaces there]. Press Enter.

The actual name of the msu file was
windows6.1-kb4471318-x64_b4c39ec96309b1e457d76f2294664b9068044d38.msu
does it matter?

Yes, it does matter. You either put the whole file name into the command, or re-name the file to KB4471318-x64 and use that in the command, which is obviously the easiest and best option.

A repair install differs from a clean install in the fact that it ONLY replaces the corrupted OS with a new fresh copy. This means that ALL your User Accounts, Folders, Files, Documents, Pictures, Music, Videos, Data Files, Icons, and any installed programs are left intact. It does however, delete ALL the Window updates, and can affect, sounds, services, visual effect settings and device drivers by re-setting them to default. You cannot do a repair install at boot, in Safe Mode, using a system repair disk, or using an integrated Windows update disk. Basically, this process can ONLY be performed from within the LIVE OS.

I'm having the same problem. I can't get KB4471318 installed. I tried all of Paul Black's great advives but none of them solved the problem.
