There is a nice little program to sync a PC's time which is better than the built in Windows time sync software as it can be setup to use multiple time servers with demotion of server on sync failure. Choose the closest time server to your location for maximum accuracy.
It will not fix your current issue but it might be helpful in order to make sure that your PC time is accurate as PC motherboard clocks are frequently as accurate as the cheapest $1 digital watches lol Mine always runs out of sync by up to 30 seconds in a short amount of time and nothing but this program, including changing motherboard battery, has managed to fix it and keep it accurate.
