I'm new to this forum, but I've read your threads before, and it helped me alot.
Well this is the thing. I've installed this LAN card (TF-3239D) in PCI slot of this motherboard (ELITEGROUP 945GCT - M2/1333 v1.0A) and I have one persistent problem, it won't get IP adress from my router. Other PC is getting it without any problems.
Reason why I use PCI slot Ethernet adapter is because one on MB is not responding when i plug cable, but it's recognized by PC and installed as well.
Everything else is working on MB...
When I enter properties of Network connection i get this (it's on the photo i've attached)
Can you help me from step 1, including inserting card ... everything to tiniest idiotic thing, because I'm missing something. Thank you guys in advance !

I'm having a little bit of a problem understanding your problem, you say that you have installed a TP-Link PCI network adapter but in the picture you've uploaded we see Realtek RTL8139/810x, but here is the driver for the TP-Link adapter you bought:
You might also need to open up the properties for the IPv4 connection by doing this:
Right click on the network icon on the taskbar
Click on the connection name
Click on properties in the new window(you may need administrator rights)
In the new window, locate Internet Protocol Version 4(TCP/IPv4)
In the window that opens check if you have it setup that it "Obtain an IP address automatically", if not check it.
I just notice something on the picture you posted.
An IP adress of 169.254.x.x Microsoft APIPA is a DHCP failover mechanism, when it cannot find a dhcp service, so something is either blocking access or is not running.
Also check Device Manager for any problems, to open device manager do this:
Open the run command by pressing and holding the Windows key , then press the R key ("Run")
