Trying to use Window media center getting error message.

I've tried loading media center but when I do I get the message " Windows cannot open this program because it has been prevented by a software restriction policy. For more information, contact your system administrator." The computer is my home PC, I am the only administrator... I'm assuming one of the programs my buddy put on my computer is stopping the program from running. He said the programs would make my computer run better. I had to manually turn on windows media center before from my control panel before. I also tried running the program as admin or even finding the ehshell.exe and running it from their. Any help would be great thanks!

The programs I can see are Ccleaner and Glary utilities.

At this point I would recommended removing both programs and going back to a restore point at least 2 days before these programs were installed.
I have used Ccleaner for years but never herd of Glary Utilities.
I did notice that the Glary Utilities is a clean up,tune up, fixit tool and to me that is a NO NO. Windows 7 doesn't want or need a tune up. Next I would do this.

Thanks for all your help Bear. I tried removing Gary utilities but didn't help so I'm trying the SFC /SCANNOW Command - System File Checker. I can't restore the system because my buddy made the changes awhile back. Actually I guess I could if I just backed everything up. I'll let you know what happens.

So I tried running the elevated command prompt sfc /scannow. The results where "Windows Recourse Protection did not find any integrity violations." Is their anything else I can try if I remove CCleaner and restore the system to the day he changed things it would be a year ago almost from what I can see:cry: I tried right clicking on the shortcut for Windows Media Centre and making sure I was running it as an admin through the "advanced..." button under the shortcut tab. That didn't work either, not giving up!
