Two Windows 7 desktops quit shutting down following updates

I have two Dell Windows 7 desktops which have been working normally until this week.
Although I cannot prove it after several updates earlier this week both of them started hanging during shutdown.
I was running Classic Shell so I removed it and thought that fixed it but no.
I have searched the web for a solution and believe it or not one was fixed by running sfc /runnow and seems to be ok
The other was not fixed.
A suggestion to change 3 settings in the registry was tried on the other one but I only had one of the three settings in my registry and did change that setting from 8000 to 1000 with no apparent effect
Last night after it hung for 2 hours and hard drive was running continuously I shut it down with the computer power switch.
But, when I tried it this morning, it just stopped and did nothing.

UVK - Ultra Virus Killer - Carifred
Either installed version or portable
Start UVK > System Repair > double-click Optimize Boot and Shutdown

I'm wondering if he can get to Safe Mode where he could run a system restore.

No I can there are no restore points

Yry to run sfc /scannow at least 3 more times, rebooting after each scan.

Are you saying that you can get to Safe Mode but there are no restore points in System Restore? That would be interesting because you said you installed updates this week and Windows creates a restore point before installing updates. It sounds like the updates weren't installed.

If you are able to get to Safe Mode, what happens if you try rebooting?

Is this system a laptop? Dell normally has a Factory Reset option I think you click on either F12 or F8 when booting. Of course, you will lose software you have installed and will need to reinstall it.

no i didn't make myself clear i cannot restore the computer. For what ever reason it fails.

Well in an interesting series of events, I decided to disable Norton Security Suite in an attempt to do a system restore. I had tried it disabling tamper protection but that didn't work.
After searching the internet and the Xfinity Forum I came to the conclusion it could not be disabled. so I uninstalled it.
I then discovered that my restore points only go back to the 16th but my problem started on the 12th!
I then reinstalled Norton Security Suite and discovered the problem is gone?????!!!!!

Would never have thought that Norton would have anything to do with it but I'm glad your problem is resolved.

Several AVs are known to cause system restore errors. It part of most troubleshooting protocols and part of the reason it is suggested to try Safe Mode.

He had tried a system restore from Safe Mode but no restore points were listed.
