Have you tried other browsers, to see if the problem exists for them as well?

Opera is a fast browser. I recommend that you try browsing with it.

If that doesn't solve the problem, then try Firefox, with the NoScript security suite add-on installed. NoScript blocks all scripts except for those which you allow. I suspect that there are some scripts running in the background which are causing the freezes and delays; therefore, NoScript can be a big help.

Have seen this kind of problem due to Win update.
I have set it to manual on Services and Windows update to Never check.
MS releases SP2 for Windows 7 - Windows 7 Help Forums

Now i manually install Security ONLY updates and manually run WU to install Office updates
