UAC off, Run as Admin still required

If UAC is turned off and your users setup as local administrators why is "run as administrator" needed for certain software?

Hello greyclear,

In Windows 7, only the built-in Administrator account has "elevated" rights by default, and is why it doesn't get a UAC prompt to approve an elevated task.

Normal administrator accounts run "unelevated" by default. Anything that requires to run with elevated rights will need to be "Run as administrator" to do so. If UAC was turned on, the normal administrator would be prompted by UAC to approve the elevated task before it was allowed to run as administrator (elevated).
