Solved UAC prompt when running any administrative program

An UAC prompt started to appear at starting ANY administrative program, such as services.msc, compmgmt.msc, system restore and any other, even though in the UAC settings it is set not to ask UAC prompt for administering the computer.

This happened after I did the files cleaunup by the Windows cleanup tool, and also unchecked file indexing in the C drive properties and anlso made system update. I do not know what exactly triggered it. What should I do to restore the normal behavior?

I tried to restore the system, but received an error, even though I checked not to remove system restore points during the cleanup. The restore points are still visible, but I cannot roll back.

If you don`t want it bothering you, set it to never notify.

What do you consider normal behavior ?

If you don`t want it bothering you, set it to never notify.
Normal behavior is when it does what it says. Currently it is set up not to notify when the user changes the settings. But it does.

I do not want to disable UAC totally, I want it working in accordince with 2nd or 3rd security level. But it works as if I set 4th level.

And for all Windows administrative tools it says the publisher is unknown. I think it is because I checked to remove the installer files during cleanup. I wonder, if there a possibility to restore them.

This is caused by update KB3004394. Uninstall it and your system will go back to normal.

Microsoft has pulled this update from Windows update.

Thank you very much! It caused a lot of issues: UAC prompt on every action, Windows Restore not working, Security Essentials not running after reboot.
