Please download and save it to your desktop.
Right-click on the file and select Extract All, and save to the default destination (which should be a folder on the desktop)

Create a new System Restore point

Open an Elevated Command Prompt, and run the following commands.

Open Regedit, Navigate to

right-click on the Component Based Servicing entry, and select Permissions
Click on Advanced
Click on the Owner tab
The current Owner should be TrustedInstaller (let me know if not!)

The /F switch I used is supposed to bypass the need for confirmation clicks - but for whatever reason seems not to have worked here :(
The Access Denied error in the first command would tend to indicate that the key is deeply corrupt - and possibly not fixable by normal means.

I suspect that your easiest solution is going to be a repair install - but I can't say for certain whether that will work fully.

It *may* be possible to fix this - but there are risks, and it will take a while, whatever happens. It will also require that you trust me, as the data I will ask you to send does have personal information in it. I'll arrange relatively secure means of communication, but cannot guarantee anything (including a fix!) - it's your choice all the way.

I guess at this point I'd like to better understand the consequences of the existing problem(s). I know that my original issues seem to have been resolved: update feature would not work but seems to now, sfc/scannow would not work but I just checked and it seems to work now reporting that it did not find any integrity violations. Before making a decision about fixing the existing problems could you please advise me on what to expect performance wise as it stands?

It's been over a week and the computer still 'seems' to be working OK. So, even though, it's not passing all tests I'm going to use it as is until something obvious quits.
