Sounds to me like you need to add or fix the email account. Seems like you allowed Outlook to set up the account on it's own. Sometimes this works and sometimes not. If you do what the message says, control panel/mail, and click on email accounts. Select this account and click change and make sure the server options are correct. There is a test button there. If it still doesn't work, check 'more settings.'
