What does %USERPROFILE% actually look like in an example?
I used: cd c:\users\Graeme\desktop\
then: del file.exe.part

and it returned with "access to file denied"

So access is denied. right click on the file ->properties->security/permissions
press advanced. Post screenshot

Just tried DelinvFile and it could not delete the file either . . . access denied.

The file cannot be renamed either because access is denied.

The file name is "file.exe" but using a cmd prompt and using the command dir shows that the file is in fact called file.exe.part. Could Windows be confused by this?

EDIT: Also tried Lock Hunter for Windows 7 64-bit and it said I did not have the permission to delete the file, but as seen in the screenshot, I should have full control?

file isn't locked by another proces! You just don't have access because "access is denied"

graeme has full control and no explicit deny permissions exist. Are you realy logged on as graeme?

You don't see file extenstions in explorer!! mysalary.xls will be shown as mysalary "excel file". that's why you don't see the .part

in the same dialog as you posted:
  • owner is graeme?
  • on "effective permissions tab: fill in your name and then post screenshot

I've come across the same issue when tried to delete it from normal view, but later I found it should be deleted from within the downloader program.

What do you mean with "normal view"?

Cancel the download and it should be gone
But according to the file permissions you should be able to delete it. But not if it's still downloading so locked by browser! But then you don't get "access denied" but other error like "file locked by other process"

The file browser.
The case was long time ago. I don't even remember it was FDM, Vuze, JDownloader, or else. :)

Maybe use Sysinternals' Process Explorer to do a search on that filename:

What is the file called?

Some software companies offer removal programs which help remove their programs which can't be deleted or uninstalled.
