Unknown account has permissions to my files? What does this mean?

I am trying to find out why my videos on my windows 7 computer say that they are shared to an unknown account. I dont think i have ever shared them. It says that they are shared with "SID.....". Who is that and how did they get access to my things. I have installed google drive backup and sync and then uninstalled it and i have dual boot 7 and 10 if that matters

There are 2 possibilities for that. Either that references an account that has since been deleted or is was to grant a user on another install of windows access to your files. Having a dual boot system is the key. If you accessed the files from 10 and you are currently looking at them from 7 then you are looking at the ID associated with your user on 10. 7 doesn't know what account that is called so it can only show that ID.

How did it become so?

I did not explicitly share any thing between the two so I was not sure how this was enabled...

If you accessed the files from the other system then your ID was added automatically. 7 can't see your actual account's name on 10. It's the same thing on 10. Each install of Windows can only see it's own user database. All they can see is the SID. That's why it looks so funny.
