Update for Windows 7 for x64-based Systems(Error code 80242016)

I can't shut down my pc, it goes in log off mode => shut down and remains like this indefinitely. I can only shut down the pc properly in safe mode. I think the problem is with the windows update installation. I downloaded the update from the microsoft site to try and install it manually but it can't be installed in safe mode, and in normal mode it requests restart to complete and the restart never works, please help me!!!

It seems like you have a software preventing Windows from shutting down properly.
Follow this tutorial and (you can do it in safe-mode as well) in-order to achieve a clean startup,
in-order for the changes to take place you need to restart the PC after completing,
once booted wait a couple of minutes for the OS to boot-up completely and shutdown Windows normally.
If that does it great, if not report back.
