Solved Updates install but revert on boot-up

I performed as per Windows Update Posting Instructions but :
1. SURT did not install.
2. five updates install but on rebooting installation is reverted.
3. This is continuously for some 2 weeks.
4. Windows does not make any Error code.

Please follow the Windows Update Posting Instructions and post ALL the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

1. Windows is not installing SURT.

OK - there's usually an error code on that - what was it?

Post the files anyhow after completing the SFC scan - there should be some interesting Data there!

Good luck to inform that problem has been resolved.
My son works for Dell in London. I discussed with him and he asked me to scan deep with antivirus and see if it is resolved.

One thing I noticed before this the wireless mouse he sent me was not installed.

After scan and reboot the updates were installed.

And now I have also installed the Hot-fix without any problem.
