Just noticed that the new updates, Either KB980408 or KB975496, is updating the Shell32.dll file residing in system32. I noticed that if you have edited your shell32.dll not to display the Folderband, this updated shell32 re-displays the folderband.
Even re-installing the modded file no longer works.
So, I haven't installed the update again, as of yet, i know i really should, but i really hate that bar, with a passion.
