Is it possible to upgrade to Windows 10 Pro from Windows 7 Enterprise for free if I clean install?

NO.
You will only be able to upgrade to Windows 10 Enterprise or Windows 10 Education for FREE.
Any other edition and you will need to purchase a Windows 10 license!

Windows 10 Enterprise would be ok, just need to know 100% before I commit and upgrade to Windows 10.
I don't want to wipe my laptop and install Windows 10 only to find out that I will have to buy a licence after all, if that was the case I will leave it on Windows 7

The Windows 10 Upgrade leaves ALL your data and settings intact, well, that is the theory! It is advisable however, to perform the following processes [among others] . . .

[1] Backup ALL your data [important files etc] to an external HDD.
[2] Create a System Image. This way, if things go wrong, you will be able to restore your OS back to the exact same state that it was when the system image was made in a very short time. There are two imaging programs which are very popular among members here, the first is AOMEI Backupper Standard [FREE], and the second is Macrium Reflect [FREE].

I think that needs a valid Pro key - which he doesn't have.

Did a clean install of Windows 10 Enterprise, installed ok without issues.
Had to enter my Windows 7 Enterprise key manually and it activated no problem, on checking the System settings it has activated as Windows 10 Pro - I didn't expect that!
