Upgrading PC but not getting performance, what am i missing?

Hello

First of all my pc specs are as follows

OS Version: Microsoft Windows 7 Ultimate, Service Pack 1, 64 bit
Processor: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz, Intel64 Family 6 Model 58 Stepping 9
Processor Count: 8
RAM: 16343 Mb
Graphics Card: AMD Radeon R9 200 Series, -1 Mb
Hard Drives: C: Total - 114120 MB, Free - 60272 MB; E: Total - 1907599 MB, Free - 1077415 MB; F: Total - 953866 MB, Free - 952976 MB; H: Total - 953869 MB, Free - 687052 MB;

The problem i am having is that even after spending over a thousand pounds on trying to get my pc up-to-date and able to run latest games easily, it still seems that something is lacking? :/

I am using a SS drive and the processor is watercooled, the fans are all running and theres plenty of hdd space.
the main issue is, for example, running Far cry 4 is high graphics settings, i get framerate issues and stuttering as if the computer is struggling, also the fans are working full whack when running a game and getting temperatures of 90c+ and up on my GPU!
My GPU is r9 290 OC edition so it have 2 fans and there is good air supply. I am using a LOGIK 36" TV in 1280x720 resolution. with no scaling involved.

What is it that going wrong here please? i cant run any good in good quality they are all bought genuine too. maybe my motherboard? or processor? i have tried overclocking but cpu and gpu a little bit but it caused crashes so they are both in their default modes.

any help would be greatly appreciated.

You might get better help with this if you post your question in the Gaming forum here.
My first thought is that you are having a problem with the video card - it's drivers, the graphics settings, or the game settings. But I'm not a big gamer so I am not the best to help with those issues.

But on the hardware side of things you left out the most important spec there is regarding these kinds of problems: what are you using for a power supply?

I'm usually just a surfer on these boards, but after reading your thread I decided to finally register seeing as I once had a very similar issue.
In all honesty, I would point at the OS you are running. It doesn't matter how good your hardware is, if your OS is choppy then it'll be choppy. I used to run Win7 for gaming (FPS), and then got Win8.1 and let me tell you, it's memory management is two, even three times more fluent then Win7. Don't get me wrong, Win7 is a beast if you run it right. I suggest using a program called RamMap (RAMMap) to help manage your memory. I prefer that app cause you have to use it manually which gives you a flow of how your system is running. However, that is not the only thing boggin you down. Like TVeblen mentioned, it could be outdated/buggy drivers for your hardware. The newest drivers for graphics cards aren't always the smoothest.

Just keep an eye on your memory during intense usage, Win7 really sucks with it and I've BSOD before during gaming due to it. As for OC'ing, it's not a massive advantage, but if you're aiming for max FPS I suggest looking into it and stabilizing your system before anything else.

Edit: I know you have 16GB of RAM, I missread it initially. it's 7AM, and I just made a fool of myself. Nice way to start the weekend :P

One bottleneck could be the disk. A good SSD may fix that.

In my opinion the first thing that must be attended to is the temps.

I would also recommend checking the temp of the cpu when under heavy load while gaming.
