Upgrading PC but not getting performance, what am i missing?

First of all my pc specs are as follows

OS Version: Microsoft Windows 7 Ultimate, Service Pack 1, 64 bit
Processor: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz, Intel64 Family 6 Model 58 Stepping 9
Processor Count: 8
RAM: 16343 Mb
Graphics Card: AMD Radeon R9 200 Series, -1 Mb
Hard Drives: C: Total - 114120 MB, Free - 60272 MB; E: Total - 1907599 MB, Free - 1077415 MB; F: Total - 953866 MB, Free - 952976 MB; H: Total - 953869 MB, Free - 687052 MB;
Motherboard: Gigabyte Technology Co., Ltd., Z77P-D3
Antivirus: AVG Internet Security 2014, Updated and Enabled

The problem i am having is that even after spending over a thousand pounds on trying to get my pc up-to-date and able to run latest games easily, it still seems that something is lacking? :/

I am using a SS drive and the processor is watercooled, the fans are all running and theres plenty of hdd space.
the main issue is, for example, running Far cry 4 is high graphics settings, i get framerate issues and stuttering as if the computer is struggling, also the fans are working full whack when running a game and getting temperatures of 90c+ and up on my GPU!
My GPU is r9 290 OC edition so it have 2 fans and there is good air supply. I am using a LOGIK 36" TV in 1280x720 resolution. with no scaling involved.

What is it that going wrong here please? i cant run any good in good quality they are all bought genuine too. maybe my motherboard? or processor? i have tried overclocking but cpu and gpu a little bit but it caused crashes so they are both in their default modes.

any help would be greatly appreciated.

I assume this is primarily a gaming PC.

In the USA, your processor costs about twice what your video card costs.

What prompted you to split the money that way---rather than spending less on the processor and more on the video card?

Do you have any particular reason to believe anything is "wrong"? Or are you just unsatisfied with gaming performance?

Are you sure that temp is high for that video card?

What's the answer to the first question in my first post?

Have you researched what performance one should expect from that video card in the specific games you play at the specific settings you use?

For all we know, nothing is wrong. You've got a strong CPU and a lower-level video card. I have no idea how well that combination should perform on your games, but that's what you need to find out.

If nothing is wrong, the solution would be to turn back the clock and spend your money on a better video card, a cheaper processor, and less RAM.

If you don't have a time machine, the solution may be to upgrade the video card---not the CPU. As far as I know, that processor is strong enough to yank around recent games.

If it was my computer I would upgrade the video card.

Before doing that I would verify the power supply is up to the task.

Your system specs don't indicate what power supply you are using.

reading both replies i didnt realise the gpu was that bad :s i bought it quite recently and for £270!

what graphics card should i upgrade to then?

What brand and model PSU?

You don't need over 500 or 600 watts PSU for a PC with a powerful video card; even less for the video card you have.

If you've got a poor brand PSU, it probably can't put out anywhere near 950 watts anyway and that wouldn't be clean and reliable. You might want to think about replacing it if you get a more powerful video card.

That video card is about $160 in the USA. What's that, maybe 100 pounds?

I'd guess you bought this PC pre-assembled and they took advantage of you.

I'm not good at video card topics because I'm not really gaming on my PC but I don't really get your problem. By framerate drops you mean it drops to like 10fps from 30fps or drops to 26fps from 50fps? Because if the second one is the case then I don't think it's anything bad. And I think they sold you that GPU for way too much. Look at this benchmark and the price:

You could get a geforce gtx 780 for a little bit more money and it would have 2x speed of your Radeon.
Besides an i7 3770k is overkill for gaming (so is your 16b RAM), you could get an i5 or even i3+gtx 780 for the same money. And i7 3770k is just third gen processor - altough I don't know when you upgraded - it's old for a completely new system.

Above link is to some comments on your PSU brand. Not flattering. It may work OK for you. I personally would not use it, but it's up to you.

If you wanted to replace the power supply, here are 2 good units from your supplier. The cheaper one is more than enough for your current video card.

If you upgraded to a powerful video card, the second more expensive power supply below would be fine with it.
