URGENT: Blue Screen/Boot-up Crash/ALL Repair/Install Fail

Windows 7 x64 Ultra
My newly bought T3500 has been unable to boot up since Sunday (Apr 25).
Whenever it boots up, it crashes and yields a blue screen.
Dell tech support has been unable to resolve the issue over the phone and refused to deploy a Windows 7 specialist to resolve it on site.
Using Win 7 Ultra CD, a repair attempt yields the following log:
Root casuse found:
Unknown Bugcheck: Buckcheck 6b, Parameters = 0x0, 0x0, 0x0, 0x0,
Repair action: System files integreity check and repair
Result: Failed, Error Code = 0 x490
Time Taken = 651039 ms
Issues:
1. Boot-up results in blue screen.
2. Unable to repair with the Win 7 CD.
It appears Win 7 can't access the boot drive.
It appears most system files are inaccessible.
Days before it could boot, it has the following issues:
1. sfc yields: Windows Resource Protection could not start the repair service.
2. Repair Install yields: Windows could not retrieve information about the disks on this computer.
3. Windows Installer: The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
