Vineet Garg -- I installed the Driver and it seemed to install better than the others I have tried. The card still does not work, but I am beginning to think I have a bad PCIe slot for it. I will switch it later today and see if that makes a difference. I have the "old fingers crossed". Again I really thank everyone for their assistance on this.

To briefly detour from the subject at hand........-- My motherboard is from 2012. I have not had any issues to even consider upgrading. The USB problem is my first. Is USB 3.0 just a Win 7 problem or is it also a motherboard problem?

bigmck : Sir,
1. As far as i know, your motherboard seems to be good enough to go with USB 3.0,etc. The driver there tells that the usb card is compatible with xp as well. So, it should not be a problem.
2. I am asking again : Is it all good in Device Manager ? This mother board is not like the old ones and have two types of chipset drivers. The one of them 'Intel Management interface driver' is not supported in windows 7 out of box. Once you check out PCIe slot & If the driver for your USB 3.0 card doesn't work, the next step would be to install/update both types of chipset drivers & then again installing the USB 3.0 driver.

This looks good to me that the Driver is good and working. This is the view from each of the three tabs in USB 3 Root Hub in Device Manager. == If my PCIe slot did not work, that would have no bearing on the attached screens here. They would still show the same, is that correct?

I am getting about to the end of my "Will to Proceed". I have it in the short PCIe slot. I tried to move it to a different (larger) slot but could not get the card to seat properly. I have one other short slot but it is being used for my wifi and I don't want to risk messing up that. == The card should fit into any Slot, isn't that correct? If you have any ideas they are appreciated, but I am really tired of messing with it. It only cost $20 and I have wasted more than that several times in Strip Clubs. Thanks everyone for your help.

It is the PVU3 series driver I linked in my previous post.

If you used that, it should work, unless there is an issue with your mobo.

Is there something you need to set up in bios - under the advanced tab, maybe.

1) At first I would like to point that before installing/adding any hardware to mother board, one should go through its manual to find if any special hardware & bios settings are required for the hardware. One can find it on the product support page, so for this 'PVU3-502I'
( Unfortunately, I am not able to connect to the site as of now )

Additionally, one should look into mother board manual. Here is your motherboard manual download :

(Its 1.8 section talks briefly about Expansion Slots & Card Installations)

2) I have found on your motherboard support page that the latest BIOS driver update addresses the issue Enhance compatibility with some PCIE device.
But I would always backup bios before updating it. Actually, It is always good to backup bios before doing anything there. Now, its very easy to backup & update bios & that too from within windows! Advanced utilities are provided by the manufacturer itself.

After Bios Update, we may require to install both type of chipset drivers & the card drivers. It depends.

3) As told by sir SIW2, you have four PCIe ( PCI Express) slots on your mother board & I have crossed check that your device PVU3-502I can be inserted in any one of them. But you have three PCI slots & you can't insert the card in them.

The Bios is similar to the engine in a car. Without it, it does not run. = When I was in high school, a friend bought a car for $50, of course it did not run. We thought we would pull the engine and see what the problem was. We had pistons laying on the ground and parts every where. At the end of the day, we could not get it back together and put the parts in the back seat. = I don't want to put my Bios in the "back seat". I will just use USB 2.0 Thanks,
