USB t/f very slow (or fails)

I have built a new PC .. totally new install W64bit
On old PC created backups etc. onto an external USB HDD
No problem, runs fast as normal

However when I then plug USB drive into new PC .... I get a green progress bar running for ages across the 'my computer' screen.
If I try to copy files across I get a message for ages that Windows is 'discovering' the files.
When it does start copy, the transfer speed is terrible ... only 5 KB/seond
Sometimes after several minutes ... it then jumps to 659 KB/second ... for no aspparent reason.

This is irrespective of file size ....

Tried USB drive with my Laptop, it runs no problem.

Tried using USB 2 or USB 3 ports ... the same

But the green bar and going into discovering mode, isn't anything to do with development surely? SD cards for example work fine with the USB Ports.
The USB HDD does not have any drivers, it uses standard Windows drivers. (confirmed this with Belkin)
Also drive works fine in other W7 pc. (& XP)

To Fix Slow USB file transfer on Windows XP

To optimize your USB drive for performance:

1. Right click on the USB drive and select properties
2. Select the Hardware tab
3. Under All Disk Drives, highlight your USB drive and select Properties
4. Select the Policies tab and select Optimize for performance.
5. Press OK twice, and your transfer speeds should increase dramatically

Note that when your drive is optimized for performance you’ll need to use the Safely Remove Hardware icon in the taskbar to eject the drive – otherwise you’ll risk corrupting your data by just removing the drive from the port.

Hi sargan, Did you have any success? I've got the same problem with a 2TB USB 3.0 drive (2 partitions). The above suggestion re optimize for performance did not work. I had this problem a few months ago and it seemed to go away after I disabled my computer from sleeping. However it just came back.

certainly seems better.
i also applied some f/w updates for mobo which were USB related .... could be that as well.
