Solved User Account Control default setting not working

I have a Toshiba Laptop running win7/pro 32bit, everything ok until last night with normal monthly Microsoft update (december2014).

All installed and works correctly, however now when I open any windows default setting ie system restore, event viewer, in UAC a box asking if want to allow changes, checked and found set on default should not ask, so set for never notify rebooted and no questions again.

I have now reset back to default as I am not sure if it will not open any page like Bing and asking for fix it.

I ran sfc /scannow and it says some errors but cannot fix and there is a folder in windows/logs/cbs. Is there anyway of fixing or just have an extra click before software opening ie the windows products in default list.

I forgot to mention the securitybox says on each error unknown publisher, having looked everywhere for an answer seem to be at a dead end
