User accounts and services Windows 7 Pro x64

I would like to create two user accounts in Windows 7 Pro x64, each with their own separate running services. One account with just about all services running and a second account with just the bare minimum for playing games.

I tried doing this but found out that the services settings stay the same on both accounts. If I turn a service off on account one, that same service is disabled in account two even if I completely log out of account one.

Is there any way around this or is duel booting the only solution?

Win7 does not need services edited as all services not needed at startup are set to Manual on fast triggers.

It should never hang or bog with a perfect install on adequate hardware. Make sure you have a perfect install as outlined in Clean Reinstall - Factory OEM Windows 7

You may be confusing Services with programs which are freeloading on your Startup. You don't need any of these except your AV to start with Windows. So establish a Clean Boot as shown in Troubleshooting Steps for Windows 7

If you have low resources then edit visual effects of sliding, fading, animation, dragging intact and selection rectangle as shown in Optimize Windows 7 - Windows 7 Forums.
