Watercraft DirectX error

I have windows 7 DirectX 11. When I go to load the game it tells me I need at least DirectX 9 to play. I've looked up tons of forums and spent hours trying different things and nothing works. Can anyone help me solve this mystery? Any help is appreciated.. I have the downloaded copy of the game so I don't have the video folder fix option some people use.. And adding an extension to the shortcut made the game to laggy and un playable. I'm desperate any advice appreciated.

Also as side note.... Anytime I try to play ANY game the intro movie and cutscenes are in black no picture only sound...
