Hi,
when I test my computer in safe mode I get 17-18 Mbps d/l speed. But when I run it in normal mode these speeds drop to 3-5 Mbps. Is there some where to find out how to reduce these background processes? I use win-patrol and stop unnecessary start up programs. I am running Win & on a new Computer . I also ran these tests wirelessly on my Laptop running windows ultimate and they where virtually the same results? I contacted my ISP and they where of no help.

Hello there, open an elevated command prompt (CMD) and type in:

"netstat -b" without the quotes, press enter and you'll have a list with the processes that are using your internet. :)

Well that's an interesting find there, I have never personally noticed a huge difference. If I had to guess safe mode is loading generic driver types while full boot is using the assigned proper driver you have loaded for a device. At first glance that's the only thing I can think of that is affecting the net speed. There is no service that should be consuming so much of your network resources that it represents a 75%+ decrease in network performance.

All I can really offer is that explanation though. Hopefully someone else will have something to offer you in the way of a actual fix.

Kaspersky's realtime scanner doesn't run in Safe Mode. From what I know it has a scanner concerning web access. Turn that off for the time being and test.

Damndest thing: I go to speed test sites and they show far higher numbers than my ISP site even in safe mode??

OK. I have tried all the suggestions and I have narrowed it down to Kaspersky Internet Security 2011. If I disable it and run the test I get 21 Mbps d/l speed and a 17 second ping. I have emailed Kaspersky to help me find a solution. Has anyone encountered a similar KIS problem?

I've seen problems with kis and win 7 running from apps not opening to bsod's to system's becoming unbootable.

A option is to remove it and install microsoft security essentials, it's not as robust as kapersky but it is also a hell of a lot less likely to cause problems.

Good Call !!!! I am right up in the charts again, getting what I pay for!! Ironic use free protection to get what I pay for in D/l and Ping.
17 ms ping and 20.75 Mbps. Thanks for the advice!!
