Apparently this was downloaded automatically. I didn't know until I saw it on my desktop. I tried to look it up online and the only indication is that it was likely an SEC file. I don't know why the SEC would download a file on my system. Any insights on this?

I don't know but it probably isn't used if it was stored on your desktop. If you are concerned that it's malicious you could scan it with virus total otherwise you can just delete it. VirusTotal If there are any major findings with that site run a virus/malware scan.
