Actually, both versions are the same--FF 21.0.
To update I must log on Windows as Administrator. User does not work.
To grab an addon or extention I must log on Windows as Administrator. User does not work.
I've always added Bookmarks in the User version so, the Administrator version
Bookmarks are incomplete compared to the User version. I did import Bookmarks so,
both versions are now the same.
There is a difference in the Profile.ini files. Where the User version is Default
the Administrator Profile.ini refers to a file other than Default.
Is this a FF problem or a Windows UAC problem ?

If you are using UAC that sounds like the problem. I've never had to run as administrator to use an FF extension that I can think of. I have UAC disabled on Vista. On W7 I think I have it set as close to "do nothing" as I can get it. :)

I'll give an example;
In order to install an addon to download YouTube vids, I had to
log on FF as Administrator. I tried to use the default profile in
the standard User account, but no joy. I couldn't even get FF
to load a list of addons.
Shouldn't be like this. Any ideas on how to fix ?

I don't use multiple profiles in FF. So I'd be just guessing. While waiting for others to reply here you may also want to check
Firefox Support • mozillaZine Forums

for a solution. I'd be surprised if there wasn't some discussion of profile conflicts/permissions etc..

I believe the problem is mostly solved. My example above, where I couldn't get addons, themes, etc., was solved by renaming the "permissions.sqlite" file under User. Upon loading FF, the file was recreated and I had the permissions to install addons. I'll see if the recreated file holds true after a hard shutdown and reboot.
FWIW, I never created two profiles. I have no idea where the Administrator profile originated. Maybe I updated FF while in the Admin mode...I don't know.

MilesAhead-Appreciate your input and link. (The link is where I got the info on renaming some files)
