What is this error message? "HBDispatcher has stopped working"

I keep getting this error message about once a week now for 3 weeks. I have no clue what it is or what program it belongs to because its not in my Control Panel and a google search I did turned up nothing helpful. does anyone know what this is?

i installed that program and tried it, but that bottom window in the picture wont let me click anything in the top window, so i cant use that program to select anything in that top window, and the bottom window just points me to the windows error service popup or something

I don't know if changing your settings will help, but you could try turning off all troubleshooters to see if that helps.
Maybe with them turned off you won't get the 2nd popup that prevents access to the "real" error message ???
It's something you could try ...

I haven't had an error like this in so long, i can't test what it will do and if it might help.
