No, but you can disable it.
It's Microsoft's spyware protection built into Windows 7, but you're free to use any other third-party product if you prefer.

To disable Defender, click on the start button, and type "services.msc" in the search bar, and hit enter .... you will get the services window . Scroll down below to search Windows Defender ... click on it to select it, and click on "Stop this service" .

If you want to start it once again in future, go the the services page as described, and click on "Start this service" .
