When i turn on my computer windows 7 theme is always in basic mode???

After a shut down , and when i first turn on my computer windows 7 is in the basic theme.

In order for me to fix this so i can my transparency back i would always have to perform a restart.

How do i make it so that it doesn't do this? It's really frustrating

I've tried the cmd command prompt of

net stop uxsms
net start uxsms

it does work , but after i type in net start uxsms it reverts back basic mode after like 2 seconds.
